Many people have called me and asked about the annual declaration and what is the process for an RTO.
In its most basic form it will confirm that the RTO “currently meets the requirements of the Standards across all its scope of registration and has met the requirements of the Standards for all AQF certification documentation it has issued in the previous 12 months…”.
What it tells you is how your RTO is going. It shows how you have monitored compliance in the past year, and what needs to be done in the future. It really is an awesome tool to use within your RTO. Plus the annual declaration is not just about things you are doing well, it is about where perhaps things didn’t go to plan, and you ahve identified them. Now they are fixed and your continuous improvement continues.
Often the best way to have your RTO reviewed is through an internal audit. Sometimes however people find it hard to audit their own RTO as they become very close to it, and can’t actually see what is happening. A bit like “you can’t see the wood for the trees”. You become emotional about what is happening, as you developed it, so at times like this it is best to employ an external consultant.
An internal audit can provide you with the necessary information to identify the strengths and weaknesses of your RTO, your quality system, your training and your assessment strategies.
RTOs will be required to sign the annual declaration as a Statutory Declaration by April 2016. Conducting an internal audit now, will give you enough time to use the audit findings to make any necessary improvement to your quality management system, and peace of mind to sign the annual declaration on compliance.

The full audit service (in your office): The audit is conducted to the Standards of your RTO; ASQA or TAC. The audit includes:
- Up to 1 hour planning meeting (online meeting) prior to the site visit. During this meeting, we will request some information that can include documented samples of training and assessment strategies and assessment tools.
- Desk audit. Review the selected material prior to the site visit.
- On-site audit. All day activity. The audit is conducted including an open and closing meeting to meet the regulator’s standards. All Standards are audited (Standards for RTOs 2015) which includes up to three qualifications, and two units per qualification.
- Comprehensive audit report and action plan. Detailed report including all findings and list of actions to support you to manage your non-compliances and opportunities for improvement (issued within seven days of on-site visit).
Online audit service: This audit reviews a sample of your RTO tools and systems only. Whilst it is shorter than the full audit, it still provides you with essential information to take away. The audit includes:
- Up to 1 hour planning meeting (online meeting) prior to the site visit. During this meeting, we will request some information that can include documented samples of training and assessment strategies and assessment tools.
- Desk audit. All day activity. Review the Standards for RTOs 2015 which includes up to three qualifications, and two units per qualification. Review the selected material prior to the site visit.
- Comprehensive audit report and action plan. Detailed report including all findings and list of actions to support you to manage your non-compliances and opportunities for improvement (issued within seven days of on-site visit).
